The project Capacity Development in Basic Education in Kosovo (CDBE) is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and is being implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The project’s objective is to improve the quality of basic education through suppor to the Kosovo Government and its Institutions, by implementing educational reforms that are based on the current Kosovo Education Strategic Plan/KESP

Since Kosovo’s declaration of independence in February 2008, the Kosovar education system has been subject to extensive reforms. However, their implementation has not yet been completed for various reasons, some of which are mutually reinforcing. On the one hand, the education sector is underfunded and the existing budget is not always efficiently deployed. On the other hand, there are considerable shortfalls in competencies, resources and capacity at all levels and the quality of education is very low. There are various reasons for the problems in the education sector in Kosovo, including, for instance, deficiencies in teacher training. Furthermore, the communication and cooperation between internal and external acteurs could still be improved. Generally speaking, the significance of education for the economic, social and political development of Kosovo is not given due recognition, as education, and especially basic education, is not given sufficient priority.

Based on Need Analysis and in close cooperation with the Ministry of Education, Science and Technology/MEST and the relevant Municipal Education Directorates/MED the CDBE-Project takes up central challenges of the education system and develops and pilots model solutions in in 6 pilot municipalities, namely Kacanik, Klina, Gjilan, Fushe Kosova as well as Prishtina and Prizren partly. The project is following a multilevel approach comprising 3 main pillars:   The support in Capacity Development in Education Management, i.e. in leadership, communication and management of change processes, will enable the MEST and MEDs to develop the renewed Kosovo Education Strategic Plan 2017 – 2021.The intensive support of Teacher Professional Development/TPD and the focus on student achievements as an indicator for education quality will enforce the public debate of the upcoming national report on the results of PISA 2015. Using a new networking approach between school directors, teachers, parents and students will mobilize existing knowledge and skills in the group for the mutual benefit of the network: with this objective Learning Communities were piloted as a school-based approach to continuous learning and exchange.
