The project Capacity Development in Basic Education in Kosovo (CDBE) is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) and is being implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The project’s objective is to improve the quality of basic education through support to the Kosovo Government and its Institutions, by implementing educational reforms that are based on the current Kosovo Education Strategic Plan/KESP.Since Kosovo’s declaration of independence in February 2008, the Kosovar education system has been subject to extensive reforms. However, their implementation has not yet been completed for various reasons, some of which are mutually reinforcing. On the one hand, the education sector is underfunded and the existing budget is not always efficiently deployed. On the other hand, there are considerable shortfalls in competencies, resources and capacity at all levels and the quality of education is very low. There are various reasons for the problems in the education sector in Kosovo, including, for instance, deficiencies in teacher training.
